Report Summary
The success of a TAFTIE agency depends on the additionality that it can provide through its implementation of policy measures.
The task force has tried to advance the use of additionality beyond the traditional evaluation concept and to link the additionality concept to the operations of the TAFTIE agencies.This linkage has been introduced by viewing additionality as the outcome of the value-add strategy of an agency. The rationale for this interpretation is that skilled programme managers at the agencies have always created additionality in their interaction with clients involved in the programmes. However, the added value has not always been explicitly recognized, documented and evaluated. In this 2004 report of the task force an attempt is made to make the additionality visible.
